National Security Committee Urges UN Action against Bashagha over Illegally Issued Passports – Al Marsad

The Libyan House of Representatives National Defense and Security Committee (HORNDC) denounced and rejected on Saturday the Executive Order issued by Fathi Bashagha, the Minister of the Interior of the Tripoli-based Government of National Accord (GNA), authorizing the Directors of Passports, Nationality and Foreigners Affairs departments in Libya to take the necessary measures to grant Libyan citizenship to the inhabitants of the Chadian Aouzou Strip.

[Libya, 15 September 2019] –  The HORNDC held Mr. Fayez al-Sarraj, the President of the Presidential Council, and his unconstitutional Government of National Accord (GNA), responsible for recruiting mercenaries with legal cover.

The HORNDC issued a statement which stated that the GNA Minister of the Interior’s Executive Order cannot overrule the decision of the International Court of Justice (ICJ) in the Hague, the Netherlands, in 1994, stipulating that the people of the Chadian Aouzou Strip are not Libyan citizens, and that the region and its inhabitants are under the indisputable sovereignty of the Republic of Chad.

“Bashagha’s Executive Order contradicts Article 5 of the Libyan law, which stipulates that passports should not be granted to those who do not have Libyan citizenship. As a National Security and Defense Committee at the Libyan House of Representatives, we call on the UN, represented by the Security Council and the International Sanctions Committee, to act swiftly to bring Fathi Bashagha to justice for recruiting mercenaries to fight with the so-called Government of National Accord. In order to cover up their recruitment as mercenaries, he decided to grant them Libyan passports through his Executive Decision, which amounts to treason, opens the door for immigration, and engages Libya in a war with the friendly Republic of Chad,” said the HORNDC in its statement.

The HORNDC stated, at the conclusion of its statement, of which Al Marsad received a copy, that this Executive Order will disrupt the social fabric of one of the components of Libya, calling on the Director of the Bureau of Investigation at the Public Prosecutor’s Office to initiate an investigation into this criminal act so that the law takes its course due to the importance and the seriousness of the subject.
