Dr Fatima Hamroush: Handing 500 Million LYD to MOH for Coronavirus Will Increase Corruption – Al Marsad

The former Minister of Health of the Libyan Transitional Government, Dr Fatima Al-Hamroush, warned of the repercussions of the Government of National Accord (GNA) decision to allocate 500 million dinars (more than USD 300 million) to confront the outbreak of the Coronavirus disease (COVID-19) and handing it over to Muhammad Haitham Issa, the Undersecretary of the Ministry of Health.

[Libya, 2 April 2020] – In a statement released by the Libyan government news agency, Al-Anbaa, Dr Hamroush said: “How do the Libyan people expect a corrupt person to disburse the budget handed over to him to address the Coronavirus pandemic?”, labelling the Undersecretary of the GNA Ministry of Health as a “criminal”.

A letter she posted on its official Facebook page last Sunday exposed the corruption by the Undersecretary of the Ministry of Health Muhammad Haitham Issa dating back to 2011–2012. Al-Hamroush indicated that she had submitted the documents proving his corruption to the Attorney General, the Libyan Audit Bureau, the General National Congress, as well as to Abdurrahim El-Keib, the Prime Minister then, and his successor Ali Zeidan.

The letter that Al-Hamroush wrote to Prime Minister Abdurrahim El-Keib also revealed the reasons the Ministry of Health, during her tenure as Minister, refused to receive the dossier of the injured from the Wounded Affairs Authority. It also explained why she rejected the committee formed by El-Keib to handle the handover because Muhammad Haitham Issa was to chair the committee, despite his involvement in corruption related to the treatment the wounded. Dr Hamroush explained that following her letter to El-Keib, he directly threatened her and withdrew protection from the Ministry, in addition to attempts to attack and liquidate her, and as she put it.
