Eljarh: Two LPDF Members Received Offers to Vote for Dbaiba for US$200,000 – Al Marsad

Libyan political analyst Mohamed Eljarh revealed the involvement of the Dbaiba family in offering bribes during the Libyan Political Dialogue Forum (LPDF) in Tunis through its member Ali Dbaiba, stating that two LPDF members had confirmed to him receiving such offers of bribes.

(Libya, 15 November 2020) – Al-Marsad knew from its sources at the LPDF that the United Nations Support Mission in Libya (UNSMIL), as well as the Tunisian authorities, were informed of this matter because political bribery is a crime punishable by strict imprisonment under Tunisian law.

In a thread of tweets on his official account, Eljarh said: “participants have confirmed to me that Ali Dbaiba’s family member and aide who happens to be accompanying Ali Dbaiba at the Four Seasons has offered them USD 200k for their votes to Abdulhamid al-Dbaiba for the post of the PM.”

“The risk of corrupt political money making its way to the LPDF was always real and a serious issue,” Eljarh said. “Many Libyan stakeholders have urged UNSMIL to get participants to commit to providing an official audit of their assets as a measure to reduce the risk.”

He added, “UNSMIL did not take that recommendation/request onboard (we don’t know the reason for UNSMIL’s decision). The selection of one particular participant to the LPDF already raised eyebrows & concerns that corrupt political money would find its way to LPDF corridors easily.”

In another tweet, Eljarh continued: “That particular participant is Ali Dbaiba. A Billionaire who has been the subject of a six-year fraud investigation by Scottish authorities described by the Times as the ‘biggest fraud case in Scottish history‘”.

“Ali Dbaiba is also known to Humanitarian Dialogue Center. He has been invited to a number of their ‘exclusive‘ and ‘off the record meetings‘ on Libya. Last week, I asked the Human Dialogue Center how is it possible that Dbaiba with his background makes it to a table facilitated by a respected center like yours?” Eljarh says.

According to the researcher, “Answer from Humanitarian Dialogue Center was that they are not a “judge” and that it is for a judge to decide who is guilty or not. However, Humanitarian Dialogue Center and UNSMIL had the power to decide if Ali Dbaiba gets invited to those meetings & by extension to the #LPDF in Tunis & they used that power.”

In heavy surprise, Eljarh said: “This morning, two #LPDF participants have confirmed to me that Ali Dbaiba’s family member and aide who happens to be accompanying Ali Dbaiba at the Four Seasons has offered them USD 200k for their votes to Abdulhamid al-Dbaiba for the post of the PM.“

In the same context, Eljarh said: “UNSMIL at the Four Seasons has been informed of Ali Dbaiba’s flagrant offers of money for votes. In light of all of this, a number of questions arise A: How is it possible that Ali Dbaiba is allowed to do such harm to the LPDF from within the LPDF?”

Eljarh asked: “What measures will UNSMIL take to ensure that we limit the influence that corrupt political money will have on the choice of the new Presidency Council & the PM? Why is Dbaiba allowed to continue participating in the LPDF despite the obvious risk he poses to it?”

Eljarh pointed out that “It is certainly not just Ali Dbaiba’s camp that is offering money, but his case is by far the most flagrant i.e. someone who is the subject of huge fraud case in Scotland, allowed by UNSMIL to participate in LPDF, engages in corruption from within the LPDF.”
