MPs in Tangier: Benghazi is the Constitutional Seat of the Council, We Support Holding Elections As Soon As possible – Al Marsad

Members of the House of Representatives (HoR) currently meeting  in Tangier, Morocco, issued a statement on the Libyan-Libyan dialogues hosted by several Arab and international capitals and cities.

(Libya, 28 November 2020) – The statement, issued on Saturday, referred to the invitation the MPs received from the Moroccan state to attend Libyan-Libyan dialogue meetings in Tangier on 23-28 November 2020 as part of the efforts to unify the HoR. It appreciated the invitation and praised the efforts of the Moroccan king, parliament, its government, and their keenness to support the Libyan people to find a political solution to the crisis in the country, and restore stability therein.

Statement of the Members of the Libyan House of Representatives Meeting in Tangier, Morocco

At the kind invitation of the sisterly Kingdom of Morocco, and within the framework of the efforts exerted to unify the Libyan House of Representatives, the members of the Libyan House of Representatives met in Tangier, Morocco, from 23 to 28 November 2020. On this occasion, the members of the Libyan House of Representatives extend their deepest thanks, appreciation and gratitude to the Kingdom of Morocco, as monarch, parliament,  government, and people, for their warm reception and generous hospitality. We highly appreciate their efforts and keenness to support the Libyan people in order to find a political solution to the crisis in Libya and ensure the return of stability to the country.

While the members of the Libyan Parliament convened in Tangier affirm their support for all the positive and constructive meetings hosted by brotherly and friendly countries in order to bring points of view between the Libyan parties together, they, at the same time, assure the honorable Libyan people of the following:

1. The constitutional seat for the parliament to convene is the city of Benghazi. We agreed to hold a session of the Libyan House of Representatives in the city of Ghadames, immediately upon return, to approve everything that would end the division in the Libyan House of Representatives in a way that enables it to fully fulfil its obligations.

2. The convened MPs affirm their determination to move forward towards ending the state of conflict and division in all institutions and preserving the unity and entity of the Libyan state and its sovereignty over all its lands.

3. Full readiness to deal positively with all the outcomes of the dialogue tracks in accordance with the Constitutional Declaration and its amendments and the Libyan Political Agreement. We value the positive steps achieved through the 5+5 Committee.

4. Full commitment to conducting Presidential and Parliamentary elections, according to a constitutional framework, to end the transitional phase as soon as possible, provided that it does not exceed one year from the date of convening of the Libyan House of Representatives.

5. Emphasizing the need to respect the Constitutional Declaration and the legitimacy of the bodies emanating from it, and the importance of adhering to the provisions of paragraphs 25 and 28 of the executive formula of the UN Security Council Resolution No. CSR/2510 regarding the role of the House of Representatives and not creating a parallel body that contributes to confusing the scene.

6. Rejecting hate speech and calling on all media outlets and platforms to uphold the speech of reconciliation and tolerance.

7. Advancing the path of national reconciliation, the safe return of the  displaced and forcibly displaced, and reparations.
