LNA Confirms Full Support for December Elections and Departure of All Foreign Forces and Mercenaries – Al Marsad

The General Command of the Libyan National Army (LNA) issued a statement today on the upcoming Presidential and Parliamentary  elections scheduled for 24 December 2021. The statement indicated its support for all efforts made to establish peace in Libya and restore stability to achieve the aspirations of the Libyan people to enjoy a safe life and the return of the long-awaited democratic path—especially with the upcoming elections.

(LIBYA, 22 June 2021) –  The statement by the LNA General Command clarified that the UN Security Council Resolution 2570 of 2021 stipulated that the interim Government of National Unity (GNU) should carry out the necessary preparations for holding free, fair and inclusive presidential and legislative elections, as set out in the roadmap emanating from the Libyan Political Dialogue Forum (LPDF).

The statement added that the decision included ensuring the necessary arrangements for equal and meaningful participation of all Libyans and providing financial funding to the High National Elections Commission (HNEC). The LNA General Command said it fully supported the holding of the elections on time, because the Libyan people will no longer accept further postponements, delays or changes in the date of the elections from any party.

The statement expressed hope that UNSMIL will take all necessary measures and assume its responsibility to hold the elections on the agreed date. It said the LNA General Command supports UNSMIL’s efforts to restore stability in Libya through the success of the political dialogue track.

The statement emphasized that this success is represented in reaching the formulation of a consensual constitutional rule that allows everyone to enter the electoral race without preconditions, so that the Libyans will resort to the ballot box and their will to choose who leads Libya to safety, stability and peace.

The statement stressed that the current political dialogue represents a historic opportunity for everyone to bring the country out of its complex and intertwined crisis, internally and externally. It said there was a need to come up with a constitutional draft that would illumine the way forward to secure a stable and secure life that Libyans deserve.

The statement also showed appreciation to Germany for hosting the upcoming Berlin II conference tomorrow on 23 June 2021, and urged leaders to seize the opportunity to ensure full commitment from the interim GNU it takes all necessary measures to hold the elections on time.

The LNA General Command said it looked forward to the countries participating at the Berlin II conference to commit to ensuring the immediate departure of foreign regular forces and all mercenaries from Libya under the supervision of the UN mission. It reiterated its full support for all efforts that would help ensure the exit of all foreign forces and mercenaries from Libya, and appreciated the great efforts exerted by the 5+5 Joint Military Committee in implementing the results of the Berlin I Conference.

The statement said it was critical to support the 5+5 Joint Military Committee in the implementation of security arrangements, disarmament of irregular and outlaw groups, and other important steps that the committee is working on in accordance with UN Security Council resolutions and the results of the Berlin Conference.

ENGLISH TRANSLATION OF THE FULL STATEMENT BY THE
LNA GENERAL COMMAND ON THE UPCOMING ELECTIONS

The General Command of the Libyan Arab Armed Forces supports all efforts exerted to establish peace in Libya and restore stability to achieve the aspirations of the Libyan people to live in safety and stability and to return to the long-awaited democratization path, especially with the approaching elections on December 24, 2021 in accordance with Security Council Resolution No. (2570) of 2021 where this UN Resolution stipulated that the interim Government of National Unity undertakes the necessary preparations for holding free, fair and inclusive national Presidential and Parliamentary Elections on 24 December 2021 as set out in the Roadmap emanating from the Libyan Political Dialogue Forum (LPDF), in addition to taking all arrangements to ensure the full, equal and meaningful participation for all Libyans, as well as providing prompt funding for the High National Elections Commission (HNEC).

The General Command, hereby, confirms its full support for holding the elections on its scheduled date. The Libyan people will not accept any postponement, delay or alteration of the stipulated date for holding the elections from any party whatsoever. We also hope that the United Nations Support Mission in Libya (UNSMIL) will take all the necessary measures, and assume its responsibility to hold the elections on the agreed date. We support the efforts of the UNSMIL to restore stability in Libya through the success of the work of the upcoming LPDF meeting, where all Libyans are looking forward to this forthcoming event to formulate a consensual constitutional rule that will allow everyone to enter the electoral race without preconditions, so that the Libyans will go to cast their votes in the ballot boxes, and their express their will in choosing whomever they vote for to lead Libya to safety, stability and lasting peace.

The current political dialogue is a historic opportunity before us all, which must be exploited in a way that brings our country out of its complex and intertwined internal and external crisis, and how to come up with a constitutional rule that should see the light and illuminate the way with the aim of securing a stable and secure life that the Libyan people deserve. It is important to seize this opportunity of the convening of the Second Berlin Conference on Libya on 23 June, 2021 to express our great thanks and appreciation to the Federal Republic of Germany for hosting the works of both the Berlin (I) and (II) conferences on Libya, hoping that that this Conference affirms that the elections will be held on time, and that the interim Government of National Unity completely fulfills its UN-stipulated obligations to take all necessary measures which facilitates the tasks of the HNEC, and supports it with the required capabilities. We also look to the countries participating in the Berlin Conference (II) to make all efforts to ensure the immediate departure of foreign regular forces, as well as all mercenaries from Libya, under the supervision of the UNSMIL.

On our part, we affirm our full support for the sincere and genuine efforts that ensure the exit of all foreign regular forces and mercenaries from our country, and also our support for the Libyan Joint Military Commission (5 + 5), which has exerted and is making great efforts to implement the results of the Berlin Conference (I) on Libya, and we stress the need to support the (5 + 5) Commission and facilitate its tasks in a manner that leads to the implementation of the security arrangements, disarmament of irregular and outlaw groups, and other important steps that this Commission is working, with firm steps, to implement in accordance with Security Council Resolutions and the outputs of the Berlin Conference.
