16 LPDF Members Issue Joint Letter to UNSMIL Denouncing New Proposal by Spoilers to Obstruct Elections – Al Marsad

A joint letter was issued today by 16 members of the Libyan Political Dialogue Forum (LPDF) to the UN Special Envoy and Head of UNSMIL, Ján Kubiš. The statement said: “In today’s meeting in Geneva, which was held to resolve some of the remaining points from the last meeting, we were surprised by the presence of a new proposal that was formulated in complete disregard for the consensus and efforts expended in the proposal of the Legal Committee, which constitutes an attempt to waste this national action with political maneuvers, and mislead the Libyan public opinion to perpetuate the existing situation in a clear obstruction for the electoral process.”

The Libyan people, men and women, welcomed, with high hopes, the adoption of the Roadmap, the granting of the vote of confidence to the Government of National Unity, and the great national momentum in the launch of preparations for holding the elections on their announced date on 24th December 2021.

As you kindly know, Your Excellency, the Legal Committee convened several times, over a period of two months, under the auspices of the UNSMIL to prepare a proposal of a constitutional rule for holding the elections. The proposal and its conclusions’ recap, which were discussed with all members of the LPDF on the 26th and 27th of last month, were referred to the House of Representatives and the State Council. However, in today’s meeting in Geneva, which was held to resolve some of the remaining points from the last meeting, we were surprised by the presence of a new proposal that was formulated in complete disregard for the consensus and efforts expended in the proposal of the Legal Committee, which constitutes an attempt to waste this national action with political maneuvers, and mislead the Libyan public opinion to perpetuate the existing situation in a clear obstruction for the electoral process.

Your Excellency, the Special Envoy of the United Nations Secretary-General,

We would like to point out that the United Nations Support Mission to Libya (UNSMIL) must effectively mediate the political and dialogue process, in accordance with a clear political and legal methodology and with respect for the previous commitments of the LPDF meetings. Otherwise, the UNSMIL will be a participating partner in the waste of this historic opportunity and in confusing the legal preparation for holding the elections. We therefore call upon your Excellency, urgently, to return immediately to the outputs of the work of the Legal Committee and to discuss the remaining points and resolve them by consensus or by voting.
