Letter Urges Ministry of Justice Not to Delay Declaration of Political Parties Eligible for Elections – Al Marsad

Twelve Libyan political blocs and parties sent a joint letter to the head of the Law Department at the Ministry of Justice stressing that delaying the declaration of parties that have met the legal requirements will have negative impact and consequences on the success of the entire democratization process in Libya.

(LIBYA, 27 July 2021) – The joint letter to the Law Department of the Ministry of Justice stated that through political parties the “peaceful rotation of power is achieved via fair and organized competition in accordance with the mechanisms of democratization that must be based on the choices and free will of the people, through the political programs and visions presented by these democratic institutions, away from individual constraints, or regional, tribal, and ideological affiliations.”

As you kindly know, Your Excellency, that active political participation that ensures the right of all citizens to exercise their democratic participation and fulfil their constitutional rights, without exclusion, marginalization, or discrimination, is one of the key pillars of citizenship in any civil state. However, this will not be achieved without the proper establishment of regulated political work through the parties, which are considered as one of the most important instruments at the center of political action. Through the parties, peaceful rotation of power is achieved via fair and organized competition in accordance with the mechanisms of democratization that must be based on the choices and free will of the people, through the political programs and visions presented by these democratic institutions, away from individual constraints, or regional, tribal, and ideological affiliations.

In light of the foregoing, we draw your Excellency’s attention that delaying the declaration of parties that have met the legal requirements will have a bad impact and negative consequences on the success of the entire democratization process in Libya, and will not enable the country to overcome previous mistakes that marred the democratic process, and produced incompetent bodies incapable of fulfilling the entitlements of the homeland and the citizen.

Therefore, we, as political parties and movements, the signatories to this letter, urge you to contribute to improving the functioning of the political process in accordance with sound democratic mechanisms, and in accordance with international standards applicable in most democracies in the world, by working to speed up the empowerment of political parties that meet the legal requirements, granting them the necessary permissions, licenses and permits to carry out their work in accordance with the provisions of Articles No. (10) and (11) of Law No. (29) of the year 2012.
